Arizona State and Local Government Documents Collection


The State And Local Arizona Documents (SALAD) collection contains documents published by the State of Arizona, its Counties, incorporated Cities or Towns, or affiliated Councils of Government; documents produced under the auspices of a state or local agency, board, commission or department, including reports made to these units; and Salt River Project, a licensed municipality. ASU is a primary collector of state publications and makes a concerted effort to acquire and catalog most materials published by state and local governmental agencies.

The ASU Digital Repository provides access to digital SALAD publications, however the ASU Libraries’ non-digitized Arizona documents can be searched through the ASU Libraries Catalog. For additional assistance, Ask A Government Documents Librarian.

The purpose of the study was to develop a multimodal transportation plan that outlines the City’s transportation priority projects. The transportation plan created a path to help the City achieve its vision and goals for a future transportation system in a manner that is closely aligned with the lifestyle and the values of the community. The City of Winslow North–South Transportation Plan is a multimodal plan, addressing improvements to the vehicular road network within and around the City of Winslow in addition to transit, bicycling, and pedestrian facilities. This study is being funded by the Arizona Department of Transportation Multimodal Planning Division’s Planning Assistance for Rural Areas (PARA) program. The PARA program is funded through the Federal Highway Administration’s State Planning and Research program to non-metropolitan communities for the purpose of conducting transportation planning studies. PARA funds may be applied to address a broad range of planning issues related to road and non-motorized transportation modes.

The Arizona Department of Transportation assisted the Town of Clarkdale to develop the Clarkdale Transportation Study through the Planning Assistance for Rural Areas program. The PARA program assists counties, cities, towns, and tribal communities to address a broad range of multimodal transportation planning issues including roadway and non-motorized modes of travel. Existing multimodal needs and deficiencies, or those projected as a result of future growth and development, were identified through the analysis of existing transportation conditions, stakeholder input, and review of existing plans and studies.

The purpose of the Program is to set forth the plan for developing projects and account for the spending funds for the next five years. All projects in the first two years of the program will be fully funded and ready to advertise within the year programmed or sooner as determined by the State Transportation Board. The last three years of the program will be illustrative in nature and be used to establish an implementation plan for projects moving through the various preparation phases needed prior to the construction of the project.

The Graham County, Safford, Thatcher, Pima Small Area Transportation Study was initiated by Graham County, in conjunction with the Arizona Department of Transportation, to develop a countywide, long-range multimodal transportation plan for this growing rural Arizona community. The project sponsors selected the PB Americas team to conduct this study under the direction of a Technical Advisory Committee, which included representatives from Graham County, City of Safford, Town of Thatcher, Town of Pima, Southeastern Arizona Governments Organization, and ADOT.

ADOT, in cooperation with the City of Kingman and Mohave County, initiated the Kingman Area Transportation Study Update to update the 2005 Kingman Area Transportation Study. The study provides a plan of improvements for 5-year (short-range), 10-year (mid-range), and 20-year (long-range) transportation planning horizons. The recommendations are multimodal, considering roadways, nonmotorized transportation modes (bicycles and pedestrians), and transit components.

The La Paz Transportation Planning Study was conducted as part of the Planning Assistance for Rural Areas program sponsored by the Arizona Department of Transportation Multimodal Planning Division. This Study developed 5, 10, and 20-year transportation plans, as well as an implementation program, to guide the County, Towns, and the Colorado River Indian Tribes in meeting transportation needs for the Study Area into the future.

The Planning Assistance for Rural Areas program is sponsored by the Arizona Department of Transportation Multimodal Planning Division, and provides federal funds for the purpose of conducting transportation planning studies. Lake Havasu City first participated in another ADOT program for local governments, the Small Area Transportation Study program, in 1991. Under the SATS program the Lake Havasu City government successfully developed a citywide roadway plan, and then took part in the SATS program to update the plan in 1997 and 2005. One in a series of long-range transportation planning studies being conducted by the Maricopa County Department of Transportation to assess the ultimate corridor footprint requirements to enable consistent implementation across multiple jurisdictions. The study area for this project includes Peoria Avenue from the future Jackrabbit Trail Parkway alignment to Dysart Road (Peoria Avenue Corridor).
