Overcrowding of Emergency Departments (EDs) put the safety of patients at risk. Decision makers implement Ambulance Diversion (AD) as a way to relieve congestion and ensure timely treatment delivery. However, ineffective design of AD policies reduces the accessibility to emergency care and adverse events may arise. The objective of this dissertation is to propose methods to design and analyze effective AD policies that consider performance measures that are related to patient safety. Facility location models are usually employed to assist decision processes in urban and regional planning. The focus of this research is extensions of a classic location problem, the Weber problem, to address continuously distributed demand as well as multiple facilities. This dissertation examines an analytical methodology that considers predictive maintenance on industrial facilities equipment to exceed world class availability standards with greater understanding for organizational participation impacts. The research for this study was performed at one of the world's largest semiconductor facilities, with the intent of understanding one possible cause for a noticeable behavior in technical work routines. Semiconductor manufacturing disruption poses significant potential revenue loss on a scale easily quantified in millions of dollars per hour. Every year, more than 11 million maritime containers and 11 million commercial trucks arrive to the United States, carrying all types of imported goods. As it would be costly to inspect every container, only a fraction of them are inspected before being allowed to proceed into the United States. The main objective of this research is to develop an integrated method to study emergent behavior and consequences of evolution and adaptation in engineered complex adaptive systems (ECASs). Vehicles powered by electricity and alternative-fuels are becoming a more popular form of transportation since they have less of an environmental impact than standard gasoline vehicles. Unfortunately, their success is currently inhibited by the sparseness of locations where the vehicles can refuel as well as the fact that many of the vehicles have a range that is less than those powered by gasoline. Agricultural supply chains are complex systems which pose significant challenges beyond those of traditional supply chains. These challenges include: long lead times, stochastic yields, short shelf lives and a highly distributed supply base. This complexity makes coordination critical to prevent food waste and other inefficiencies. Yet, supply chains of fresh produce suffer from high levels of food waste; moreover, their high fragmentation places a great economic burden on small and medium sized farms. Functional or dynamic responses are prevalent in experiments in the fields of engineering, medicine, and the sciences, but proposals for optimal designs are still sparse for this type of response. Experiments with dynamic responses result in multiple responses taken over a spectrum variable, so the design matrix for a dynamic response have more complicated structures.
