Overcrowding of Emergency Departments (EDs) put the safety of patients at risk. Decision makers implement Ambulance Diversion (AD) as a way to relieve congestion and ensure timely treatment delivery. However, ineffective design of AD policies reduces the accessibility to emergency care and adverse events may arise. The objective of this dissertation is to propose methods to design and analyze effective AD policies that consider performance measures that are related to patient safety. Facility location models are usually employed to assist decision processes in urban and regional planning. The focus of this research is extensions of a classic location problem, the Weber problem, to address continuously distributed demand as well as multiple facilities. This dissertation examines an analytical methodology that considers predictive maintenance on industrial facilities equipment to exceed world class availability standards with greater understanding for organizational participation impacts. The research for this study was performed at one of the world's largest semiconductor facilities, with the intent of understanding one possible cause for a noticeable behavior in technical work routines. Semiconductor manufacturing disruption poses significant potential revenue loss on a scale easily quantified in millions of dollars per hour. Every year, more than 11 million maritime containers and 11 million commercial trucks arrive to the United States, carrying all types of imported goods. As it would be costly to inspect every container, only a fraction of them are inspected before being allowed to proceed into the United States. In 2004 the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, and Slovenia joined the European Union (EU) as part of the EU's greatest enlargement to date. These countries were followed by Bulgaria and Romania in 2007. One benefit of joining the EU was the freedom for residents in the new EU member states to migrate to western European nations, notably the United Kingdom (UK). A result of this new freedom was an increased need for air travel. The main objective of this research is to develop an integrated method to study emergent behavior and consequences of evolution and adaptation in engineered complex adaptive systems (ECASs). Ionizing radiation used in the patient diagnosis or therapy has negative effects on the patient body in short term and long term depending on the amount of exposure. Vehicles powered by electricity and alternative-fuels are becoming a more popular form of transportation since they have less of an environmental impact than standard gasoline vehicles. Unfortunately, their success is currently inhibited by the sparseness of locations where the vehicles can refuel as well as the fact that many of the vehicles have a range that is less than those powered by gasoline. Agricultural supply chains are complex systems which pose significant challenges beyond those of traditional supply chains. These challenges include: long lead times, stochastic yields, short shelf lives and a highly distributed supply base. This complexity makes coordination critical to prevent food waste and other inefficiencies. Yet, supply chains of fresh produce suffer from high levels of food waste; moreover, their high fragmentation places a great economic burden on small and medium sized farms. Functional or dynamic responses are prevalent in experiments in the fields of engineering, medicine, and the sciences, but proposals for optimal designs are still sparse for this type of response. Experiments with dynamic responses result in multiple responses taken over a spectrum variable, so the design matrix for a dynamic response have more complicated structures. This thesis presents a successful application of operations research techniques in nonprofit distribution system to improve the distribution efficiency and increase customer service quality. It focuses on truck routing problems faced by St. Mary’s Food Bank Distribution Center. This problem is modeled as a capacitated vehicle routing problem to improve the distribution efficiency and is extended to capacitated vehicle routing problem with time windows to increase customer service quality. In order to address concerns about the dominance of petroleum-fueled vehicles, the transition to alternative-fueled counterparts is urgently needed. Top barriers preventing the widespread diffusion of alternative-fuel vehicles (AFV) are the limited range and the scarcity of refueling or recharging infrastructures in convenient locations. Researchers have been developing models for optimally locating refueling facilities for range-limited vehicles, and recently a strategy has emerged to cluster refueling stations to encourage consumers to purchase alternative-fuel vehicles by building a critical mass of stations. Quantum resilience is a pragmatic theory that allows systems engineers to formally characterize the resilience of systems. As a generalized theory, it not only clarifies resilience in the literature, but also can be applied to all disciplines and domains of discourse. Operationalizing resilience in this manner permits decision-makers to compare and contrast system deployment options for suitability in a variety of environments and allows for consistent treatment of resilience across domains. Comparative life cycle assessment (LCA) evaluates the relative performance of multiple products, services, or technologies with the purpose of selecting the least impactful alternative. Nevertheless, characterized results are seldom conclusive. When one alternative performs best in some aspects, it may also performs worse in others. These tradeoffs among different impact categories make it difficult to identify environmentally preferable alternatives. This research develops heuristics for scheduling electric power production amid uncertainty. Reliability is becoming more difficult to manage due to growing uncertainty from renewable resources. This challenge is compounded by the risk of resource outages, which can occur any time and without warning. Stochastic optimization is a promising tool but remains computationally intractable for large systems.
