The effectiveness of community-based reentry programs is dependent on several factors, including financial and human capital resources, a clear organizational mission, the establishment and implementation of evidence-based practices and an effective referral network. The purpose of this study is to evaluate the effectiveness of the Offender Aid and Restoration (OAR) reentry program in Arlington, Virginia from the client's perspective as well as to identify challenges faced by the organization in meeting the needs of ex-offenders.
